Hi. Thanks for your report.
This sounds like a connection issue of some kind is occurring.
If you are on a wireless connection, a wired connection is recommended to play Destiny.
If your internet connection is being used for anything else besides playing the game, such as watching a movie or streaming, it's recommended to quit those programs.
Here are some steps you can take to try and resolve the issue:

Hey, thanks for the reply. Unfortunately, this isn't very helpful. I've already followed your network troubleshooting guide to the letter. I have power-cycled both consoles multiple times, with no change in connection quality. As I said in my initial post, my ISP confirms that packet loss and latency on my end Isn't the issue. My ping is consistently below 50ms at all times, with 0% packet loss. I've cycled both my router and modem multiple times, and have also tried circumventing my router completely, with no change in connection quality. My NAT settings are optimal on both platforms. All the necessary ports are open for both consoles. Could I please have someone look into this with a bit more depth? My connection and network setup doesn't seem to be the issue.

It's on their end, they just don't want to admit it. So I think they blame on the player and give roundabout solution.

It's definitely on their end.
