Issues with Steam transfer. Licenses aren't showing.

I have all 3 of my accounts (xbox, battlenet, steam) linked and cross save is working but for some reason when I go to check on my transfer info it only shows my Silver. I have a copy of Destiny 2 for Battlenet and was told it was supposed to have a list of licenses as well as the Silver but it was prompting me to buy it again in the transfer overview. I signed out of my Bungie account and signed back in after loading up the game and it wasn't prompting me to purchase the game but it still wasn't showing the license in the transfer info. Did I do something wrong with the transfer? I don't want to buy Destiny 2 again...
