An easy solution would just be to bring back normal and hard mode raids.
Normal mode for more casual raiders. A few mechanics to worry about.
Hard mode for those who want a bigger challenge and better rewards. All the mechanics from normal mode plus a few new ones.
And have two raid armor sets, one from normal, one from hard. Just like D1.
