They're not going to do that because pinnacle weapons and weapons like Whisper and Outbreak create temporary hype and increase player numbers for a short time. So they put out OP things to do that and then nerf them months down the road when the hype has died down. Stringing players along with OP gear is what Bungie has done for years.
