That's the new line of exotics. They work at 100% during the first week they're introduced and lose 10% of power every week after. If the game detects your using it for more than 10 minutes it gets deleted though. The quest involves soloing last wish with a three minute timer, super Blackout where everything is black and elemental homing death rays, the new modifier that makes enemy elemental attacks track you and do 7x more damage. Its only available for 7 seconds after three wizard rituals in a row. Oh and the steps are time gated to one a season.
