Gamers sure seem to love drama. All hell is breaking loose over at Division 2 over the new raid. First, the outcry was over no matchmaking for 8 man teams. Then the raid was too hard for console players. The community was actually demanding the raid be nerfed! Imagine that, a player community asking for something to be nerfed. This never happens in Destiny...right?
I wish Bungie wouldn't make weapons or armor OP in the first place and leave it in the game for 6-9 months then nerf it. All it does is upset a lot of people. And I do fear for the fate of Outbreak Perfected. They did buff Arc abilities recently but most teams still rely on tethers, nova bombs, Well of Radiance and maybe a melting point Titan for more challenging missions. When you go into Reckoning Tier 3 with randoms and you see an Arcstrider all you can do is roll your eyes.
Yes, what they did to the Whisper kinda sucks. Not so much for the nerf, but because Bungie gave unlimited ammo in the first place and then decided it was broken several months later.
Am I leaving the game, no. Destiny is still one of the most beautiful games out there whatever the issues. Though when I get the catalyst for Outbreak next week there won't be much for me to do until Opulence.

Not sure where you’re getting your information but the Division 2 has matchmaking for everything. Just not through the initial release of the raid but they will be adding it in the near future. They explained fully why they chose to do this with the initial release of the eight player raid.

as soon as i heard no matchmaking in deivision 2 it was cancelled from my wanted list , i had enough bad experience with matchmakingless online games in destiny , their loss

Some exotic quest where made easier and if I recall forge power requirements was reduced. Personally when the whisper was released I thought it was a bad idea to reintroduce white nail. I mean whisper is still going to be powerful but with more risk to it.

I understand I know little to nothing about best play practices. I am relatively new to D2. Please explain to me what is "wrong" with Arcstrider? It is fun and while it is not the most powerful super; fun to me is better, it is a game after all. Should it be balanced? YES!, will it ever be NO! How far off is Arcstrider form what is best?

There is nothing wrong with the Arcstrider per se. I was giving one specific example of where it is not useful to the team. But if you like to run Hunter you might want to go for tether with Orpheus Rig exotic or Golden Gun with Celestial Nighthawk exotic.
