The main reason Whisper is being nerfed is because of it's infinite ammo perk, and it makes since if a power weapon has infinite ammo then there is no risk to huge encounters. This happened in D1 and the same reaction happened. Now the nerf will lose it's infinite ammo but give more shots which I personally am fine with but I know others might not. So bungie here's my proposal, to keep it worthy of the heavy slot. Make it so that every time you refresh the magazine the damage of the weapon increases by 10%. This makes it so that whisper will theoretically reach 150% damage by the time you reach the last 3 rounds. This keeps whisper a viable heavy weapon but removes the infinite ammo from the gun still powerful and still balanced to the sandbox
