I may be thinking wrong, but 1.5 Mbps up is not a internet that should be used for online multiplayer games. That's like old dial up internet (if that) where I live.
Banning people for bad internet is sometimes needed because someone's bad internet can really hinder multiple people's online games at a time.

I get ~60ms ping on games like CS:GO. and I think you're confusing MegaBytes and Megabits, as megabits is about 10x less the speed of megabytes. Also with the bans, it's not exactly necessary since you're not providing a product that someone has paid for. Everyone that has paid for the game want to play crucible, but sometimes they can't do much about their connection as it's the best that they can do. It's understandable if it's banning people who lag switch to get some invincibility, like say their connection goes from 5MB/s down to 0.1MB/s, then it's quite concering, since there are people that do lag switch to get easier kills.

Oops. You are right. His 1.5 MB/s is actually around 12 Mbps since it's 8x. Still not a very good connection. I had 20 Mbps and my connection kinda sucked. I had to upgrade to 100 Mbps.
