They could just double the ammo and nerf the damage so you can sustain the damage in PVE while being able to counter it in PVP because after the first shot you know their location in gambit.

Honestly just do it for 1 week, or just the catalyst, just to gather data, see what gets used and what doesn't then see if anything can tweaked.
