Level Locked?
So my friend got the base game for free with PS+ and they’re loving it. However, they’ve been locked at lvl 39 at light lvl 389 for days now and every engram and drop is always light lvl 300. Do they have to get the DLCs to go further up in levels? Is this game really that controlled by the DLC? Please help! Thanks

that would seem like a bug I thought the level cap was 20 for the base game 30 for curse of osiris and warmind dlcs and then 50 for forsaken dlc as for light level I have no clue
