For the TL:DR, it ain’t going to happen and Bungie has already talked about why.
Consoles don’t have enough power to run D2 at 60 FPS. Bungie opted to have more stuff in game (I.e more enemies on screen and more detailed art) over having 60 FPS. In order to get to 60, they would’ve had to strip a lot of stuff out that they weren’t willing to do.
For example: have you ever been in the witch ritual public event and noticed how when multiple supers are activated it absolutely kills your frame rate? That’s exactly it. They’d rather have a smooth 30 throughout all activities and have it at “60” and it vary based on activity.
As for having it on Xbox 1 x, for pvp at least, they are not allowed to have one section of folks be able to play at 60 and another section only at 30. Sony and Microsoft have rules on that to keep it with an even playing field.

EDZ glimmer extraction in Trostland, right behind the church is another one where fps drops like a rock. Gives me flashbacks to playing games on my outdated pc several years ago.
