Newbie servers are not based on skill its based on level in the game, up to level 10 if I remember correctly. Once you hit level 10 you are no longer allowed to enter a newbie server regardless of your ability to play the game. In addition if you are experienced in playing Battlefield games and are wrecking shop in said server you are not banned from said server for being too good, as long as your level is lower than 10.
BF4 does have a skill rating which is separate from your level in the game and it fluctuates from match to match. For example I'm level 52 but my skill rating is around 220 (at least for the moment). So in short BF4 does have a system in place to measure individual skill however that skill rating is not used to determine what lobbies you are allowed to enter.
I don't know about quick match because I never used that feature when I play Battlefield 3 or Battlefield 4. My point was that when I pick a server to join there has never been a scenario where my skill level was used to deny my entry. If skill was something that factored into who gets to play with who I highly doubt this would be the case. I have also never seen a message after a match where I've done really well or really bad stating we are breaking up the teams to find you a better match, which also suggest that skill isn't really factored into determining who you get to play with.
