I main a Warlock and only use Warlocks; however, my brother mains hunters and I have seen it happen with him. that being said I think that it should have a more affective burn or a higher DoT. Warlocks and Titans both have a good DoT and being that it's a solar class I agree with you it can use a buff.

When the burn works its really good. Almost a one hit kill if its precision. Or it might be one hit... Not sure, haven't seen it work properly in a while so don't really know! That being said, I'd gladly welcome a buff to throwing knife burn. Should it be a one hit to the head?

You ask a really good question actually, I know Warlocks burn after all is done including grenade or melee damage is like 178-194, the 194 being I want to say that is a melee and grenade does a little less so I feel the knife burn could get a slight buff to match up other classes melees.
