Hello RogueQuest,
This bug is caused by the current ship you have equipped, the New Monarchy "Armor of Vows".
There is currently a bug with this ship that causes the postmaster to appear to have something, even when he has nothing.
Bungie is a aware of this issue and are looking for a fix.

In the meantime, if this irks you, simply equip another ship and this should go away. There also is no harm in keeping it equipped.

It's been happening with my Hunter. I did get a new ship, so I will try switching it.
