Decrease ammo synthesis cooldown from 5 minutes to 3:30 to compensate for decreased machine gun and sniper rifle ammo. The ammo nerfs intended to balance PVP had a negative effect on the effectiveness of PVE players by making them run out of ammo faster. Allowing us to use synths more often can counterbalance this negative side-effect. Ammo synthesis does not work in PVP, so this is a good way to buff PVE without effecting PVP. A more complex might be to reset the timer when the fireteam wipes during a strike or a raid, but I imagine this would be harder to program. That's it, thanks for reading.
