This is very interesting. The Wolves and Kings have had connections before (like Askor wearing King colours but being captured in the Reef, helping the Wolves). This does explain why the Wolves thought the Kings would be allies, rather than trying to kill them like the Devils, and why the Kings even let allowed the meeting of their Barons to take place. This seems intentionally vague, however, as the Traveller could be described as both a moon and a Light. If we assume Skolas was chasing the "moon" (or the power of the Darkness) that immediately implicates the King Kell; Hati.
