The only hard mode weapon i'be gotten from VOG is praetorian (other than vex)... i've scrapped 17 praetorian foils and have 5 in the vault... I see no reason for why people think it's rare, but if you're looking for the rarest this weapon is highly regarded to be the rarest weapon
