Nope, you can get unlimited amounts. The drop was bugged recently and no one was able to attain one, but the most recent patch fixed this. They even buffed the rate at which they drop. If you want another, all you have to do is load up the fist of crota mission and kill the Blade of Crota, and you might get one. If you don't get it, go to orbit and restart, it's pretty quick. Mine took 9 kills. Hope this helps!
