Bungie does not have a phone number or email for Destiny/Destiny 2 Customer Service.
The forums are the primary point of contact for Bungie customer service concerning Destiny and Destiny 2. If a forum member doesn't give you the correct answer, and if the correct answer is not available in the help articles or elsewhere on the forums or Twitter, and your question has an answer, an actual Bungie employee would normally respond to your post.

As was mentioned in response to your issue, once you go through the entire process of disabling Cross-Save, you must wait 90 days. This is mentioned at the top of every single page for disabling Cross-Save, as well as in the Cross-Save FAQ. Once the 90-day lockout has been applied, you must wait it out as it will not be removed. If you want to access your Steam save data during this time, you'll need to play on Steam.
You did not have to disable Cross-Save in order to create a Bungie.net profile for your son. Out of curiosity, why did you feel you had to disable Cross-Save in order to do so?
