Bounties don't require wins; players don't care to try to win. Plain and simple.
Make all bounties require a gambit win in order for progress to apply to them and/or in order to be completed and turned in, then all players have to play to win.
And make the bounties all related to objectives: bank motes, kill envoy, summon boss, send blockers, kill blockers, kill guardians as fireteam and remove the x element and x weapon type bounties.

Obviously the correct change is to make the 8 bounties reward pinnacle once you've hit cap; powerful until then - so boutnies become a source of 'ugh gotta do this' for people in that pinnacle grind. :P

Even though I agree on bounties, gambit has never been people's favourite and it's popularity only went down (especially after Bungie made a season dedicated to worst one of the core activities). If they don't fix gambit, only a very small pool of people who likes it or can bear to play it will do that (oh and new lights), and I bet you Bungie has no problem with that. That's why I critise Bungie all the time. They are better off putting the team being gambit to other things. The game doesn't need gambit. It's only taking extra space and resources for no reason.

Gambit has never been anyone's favorite because Bungie bunged up its design so bad - and then abandoned it without any love because they failed at making a PvEvP mode. It honestly would've worked better being a PvE mode with the onyl pvp being you're racing the clock against another team - no invasions, changes to blockers etc to compensate.. That, paired with the absolute STUPIDITY of blueberries trying to play the mode that after so many years should be easy enough to grasp; fighting your team just as much as you fight the waves because of motes not tagging to the final shot and being free-for-all grabs, so many little problems that they could've fixed but chose to just say 'nah we failed, just leave it in there for a grind point'.
