Have you ran vog hm? Did enemies scale? Why would they scale CE HM to 35?
30 sword carrier+32 crota=enrage
33 sword carrier+35 crota=enrage
So based off of the current raids (which is the most logical method of assuming) there will be no level scaling, only new elements
