I believe they elect congressmen based on one that has similar values and beliefs and is going to benefit them the most, not by who looks/acts the coolest? Not exactly a "popularity contest" in your sense; maybe in a Highschool officers elections though.

I'm saying that wouldn't happen. Look at the countries rebelling against the government they don't have anymore in the Middle East. It's just being taken over by a worse power. In theory, yes, anarchy would be great, but the reality, is we will all take advantage of what we can.
