Well, sort of.
Everyone has issues of some sort, it's just if those issues are disrupting and interfering with their life it becomes a problem.
Then there are people with illnesses, in the same way that some people get influenza or cancer.
Not everyone can simply deal with it on their own, which is why there is medication, therapy and counselling support out there. That's to help them get better and to be able to function relatively normally or to get over their issue.
