Basically what do you think is necessary to conduct/use magic in your opinion.

Moth speech, food conjuring, and other such minor magic does not require a tool. But when it comes to fighting dragons or demons you need something that has a lot of energy stored in it, such as a staff or wand. Personally I'm a staff guy, but if you are an indoor person, a wand is the way to go.
