The cherry picked choices as to what was actually vaulted suggests an ulterior reason to me, if I were to put my spinfoil hat on. I don't think anyone cares about patrol zones, but certainly the strikes, gambit and crucible maps and raids are noteworthy. You may be able to make an argument for Leviathan, Eater of Worlds and Spire of Stars due to their overall length being more comparable to a dungeon than a raid at this point, but removing Scourge of the Past and Crown of Sorrow was something I didn't understand as to why, and especially for the former - something my friends and I very much did not appreciate as we had quite a bit of fun nights in that raid.
Honestly, I can see a remake/remaster of D1 before a return of all the content that was removed from D2. The legal battle with the guy about Red War really made them look so ridiculous that I would bet they would do ANYTHING to get away from having to continue supporting this game.
