From Internet so not my info but it works:
Bribe the cabal in the cantina (top left) - Fine door (facing away from catina (reference cantina will be south of you) head to the bazar - face north (cantina is south) - top right all the way in the back will be a unmarked door - it will show prompt for passcode - go down to where the ghosts are meditating - on the balcony - prompt easdrop conversation - itll be a vex sleeping - keep interacting until it states a dream of to knocks and a kick - thats the passcode - go back to the unmarked door - get package - go down to the bizarr - teh drop location is on the outtter wall looking towards the cantina to the right of it.

No, that cabal information broker has got nothing to do with the secret Tharsis door and the delivery service mini-quests. The cabal in question is most likely a remnant of a removed quest line or objective. They just didn't bother to remove its interaction or presence from the game. Because, you know, too much effort.
