this has been requested a lot - but it doesn't look like its in the cards... I actually wish I could make it not equip weapons and just be a save armor loadout

You can do this to a degree it just takes work. If you create or have some scrap weapons you can equip them and save the loadout. Then delete the weapons. They will be removed from the loadout, and you only have to worry about it again the next time you need to save over the loadout.
