Same reason the rest of the game that is not in the portal is currently useless.
I suspect they had a vision for the reboot of D2 we are living, and that vision took more time and money than they had for EoF deadline so we’re all basically playing a WIP.

Releasing half baked has became the norm in the industry, many games ended up giving their full potential later after a few patches. I’m hoping this game s what will be happening here, a year from now it might be a completely different experience.
