I have this same issue and for me it seems pretty clear what the problem is: Destiny 2 is using the desktop resolution for the mouse bounds when the in-game resolution is higher than desktop resolution. I run my desktop in 1920 x 1080 (100% DPI), but I run Destiny in 2560 x 1440. When running Destiny 2 in 2560 x 1440, the region that the mouse cursor is stuck in (from the top left corner) is definitely 1920 x 1080 out of the total 2560 x 1440. When I switch my desktop resolution to 2560 x 1440, the problem goes away. Deleting the cvars.xml probably "fixes" it for people because the default setting is for your in-game resolution to match your desktop resolution. As soon as in-game is higher resolution than desktop the problem remains. Please fix this issue Bungie, everything worked fine for me before the Edge of Fate update.
