This is normal and intended. 120 fps is only possible at lower resolutions. 4k offers only 60 fps.

More or less. The only difference is that the standard PS5 naturally lowers the resolution to keep the fps stable. For example, PvP 120 fps resolution from 1080p to 1440p. On the PS5 Pro, it remains stable at 1440p and 120 fps.
