That s probably because the flag to skip is more so for new accounts not new player's.

It's an option for new players to skip it. It's a good option for veterans that create new account. What in the world does it have to do with cheating? I play on PlayStation and bought an Xbox to play starfield when it came out. I decided to download the free to play version on Xbox . Having the skip was good.
