It’s not intrinsic. Nothing on the gun states it to be so and it has no champion symbol while it’s equipped in the UI. It was excluded from benefitting from artifact champions mods simply because it has the capacity to Jolt even though it requires specific triggers and is entirely possible to not have the ability to stun the champion when required.
