I'm not sure that's true (I know for certain back when we had shards regular vendors were 5000 glimmer but I don't remember if IB was the same or maybe only got focusing after shards were removed) but I'll give the benefit of the doubt and take your word for it, I was thinking more about how focusing in general can cost 3-5 engrams each now.
