Abandon the quest and then reacquire it from spider, then (after creating a fireteam finder and gathering your team) start the dungeon fresh and make sure that you are the fireteam leader. This worked for me

This DID NOT work for me. Message 4 of step 6 is STILL BUGGED for me. No panels spawning in heart room. No collectible to pick up off clipboard. At this point it looks like the new dungeon will be out before I’m able to finish the quest for this one. Got Icebreaker on first run, may never be able to attain the catalyst for it. Oh well, back to Fallout 76 until the next patch

The problem is that the quest was deleted from my quest menu, and there is no way to reaquire it. I don't remember if it was from and update or not. I logged in one day went to see what I remaining messages needed to collect for the step and none of my characters had it anymore.
