This Dungeon exotic, like all others has the cool wow factor but for actual usage is relentlessly mediocre. We can all think of 5 other bows that have way more utility or purpose than Hierarchy. It lost its 1 world interaction that made it truly powerful for add clear (warming cells) and by connection lost an entire mechanic that it was made with.(creating bigger hoops!) It needs a fair amount of TLC to be even sort of relevant in PvE let alone PvP. What these changes can be could be anything, such as allowing it to create warming cells( which interferes with lore but who honestly cares since there's an Ai inside the weapon!) Or give it wolfpack lite for other players rocking normal bows around us. I enjoy it's aesthetic, fingers crossed that the goblin glider gets some damn love
