As others have said, the Name and Shame clause of the Code of Conduct is there to protect innocent players from witch hunts/harassment. Also, trying to publicly report someone here on the forums is useless as we Ninjas do not have the power to issue in-game bans, and Bungie's Security Response Team does not look at the forums for such reports. If you suspect cheating or another reportable offense, it's best to use the in-game report system.
