Because you didn't buy the license from Bungie, you bought it from Steam , Microsoft wants there cut of the profit also , like name brand products at fast food and convenience/grocery stores, Coke and Pepsi already made there money, the store makes money by selling it You have to have a license to access content on each platform People hate on Bungie putting content like Seasons and Dungeon Keys behind Silver, but store purchases do not require a license to access, so you take it with you to other platforms , they should do that with expansions, but the big 3 probably wouldn't be happy about it (And Sony wouldn't let them anyway)

Why would you think you could play paid content on another platform without paying for it? You would have ask the platforms that sell the game and dlc if there's a chance of getting stuff for free. However, I doubt companies can survive by giving away things.

Cause the platform control the license not Bungie

licensing. you pay steam for the product originally but if you cross-save, sony and/or microsoft didn't get their cut. it's the platform that controls access to the content, not bungie.
