Bungie has outright said they don't want scouts to be the best option in almost any scenario. If only scouts received these buffs, they would be the best. If everything received these buffs, we'd be on the exact same situation we are now, where they are near the worst by comparison
Scout metas are boring. they serve a specialized purpose, its safe, consistent damage from far away, that's enough imo.

more damage to Minors and Elites isn't going to make Scouts the best, and if every primary received similar buffs, there would be no issue, because primaries should be the weapon you use to quickly dispatch low tier enemies. The only complications with this would be that 200s are already pretty solid in terms of damage and stats, so a buff might push them back into Y1 territory where they are the default best option, and secondly, 180 Scouts would probably completely invalidate the already irrelevant 180 HC frame

Bravo. /s Bud, it's basic balancing. When you buff everything, then their relative power doesn't change. If the safest option is the strongest ppl will gravitate to that. Try coming at it with something better than [i]that[/i] nothing burger.
