I think the whole "vendor" rank system needs a refresh..
You earn one universal currency at every "vendor" and you can spend it on any vendors' exclusive items which is also reset/refreshed.. make it interesting and engaging.
But the way it looks right now is Bungie is like: "...this was free guys.. so you know how we do the bare minimum viable product seasonally.. this is below that" <-- need a new term for this (minimum ICU product)
We know its due to lack of resources... but how does that ever get changed around?

Well isn't it just based on keeping interesting things at the vendors and letting us "earn" d2 dollars.. things can go on sale.. and every currency should be able to convert mostly to every currency.. Wasn't around then do you remember what was bad about it? I like that it makes an increased rank + double rewards (they need to combine these) ritual list feel worth your time.. just in case that vendor doesn't have a weapon you want... I think more people would play their non-main lists.. it also allows vendors and lists to be seperated.. you just earn currency for doing your "guardian duties".. vendors can just be anywhere for anything.. I guess just spitballing ideas... hey I'm an idea guy.
