After listening to Eris' story in the H.E.L.M., you travel back to the Tower to speak to Hawthorn to accept the Powerful Engram as part of the It's In The Cards quest. When accepting the Engram, the sound of acceptance is heard, but the message on the screen stays open. You cannot accept the Engram, nor cancel out of the message. I had to fast travel to another spot in the Tower to get out of the loop I was stuck in.
