Lost Shrouded Stripes Shader
Hello
I am a veteran Destiny player (since D1 beta), and was playing on Xbox until around the Forsaken release, where I moved to PC. At this point, the game was through the Battle.net launcher. On my Xbox account, I owned the Shrouded stripes shader. I cross saved my accounts with my PC account being the main account. In the process, it seems that I've lost the shader, even though they're still under the same bungie ID. Is there a way I can redeem/be rewarded the shader again?

In your case it sounds like your Xbox characters were qualified. When you made your PC save the active save via cross save, those characters and the shader were made dormant. Nothing merges in cross save so the only way to regain access to that shader would be to disable cross save and then use your Xbox characters and progress.
