When playing on PC I encounter seriously choppy gameplay. FPS counter will show well over 60fps but what I get looks more like 30fps. Has anyone else faced this issue?

Glad i stumbled upon this, i thought I was alone in having this issue.
I'm running a Ryzen 9 5900x, 3080 ti 12gb, 32gb DDR4 3200 mhz (running on 4k monitor with a side 1080p one)
I'm honestly starting to wonder if a recent update may have potentially caused an issue, cause I've been having the same issue since this season started. FPS counter will show nearly 400 give or take a couple frames while in orbit, but the actual gameplay/what i see looks like severe frame drops, like going from a couple hundred to what looks like 20-ish for a bit (this is never reflected in the FPS counter, it still shows like 140-160+).
In tower, im lucky to stay around 70-80, loves to dip lower than that, but tower performance i believe is a known issue, so im not super concerned there. But other places, particularly areas that are not densely populated at all and have less visual affects than other areas, and i still experience that performance drop. And it's worse/more prone to happen in certain areas (namely tower, trotsland, the alters of sorrow area on the moon, the end of ketchcrash is horrible for it). Happens in pretty much any area, those listed prior tend to be more problematic than others.
Just seems so odd cause with my specs, i wouldnt expect to be having issues like that. Nothing i've done to troubleshoot seems to do anything. Tried rolling back graphics drivers to the last one i knew had absolutely no issues, tried with the most up to date drivers, tried switching my gpu back to the 2070 super, tried using the Ryzen 7 3700x i had laying around. Tried just swapping the individual parts, then all at once. tried clean windows install and reinstalling D2. Monitoring just kinda at a loss of what else to try at this point, but mainly glad to see that i'm not really alone with this issue. Hoping for a fix or at least acknowledgement of it being a legit issue. i'd take either at this point, the fps dips make me motion sick and i'd love to play my favorite game and not have to deal with that.
I'm on a RTX 3080/Ryzen 5 5600X build and in the tower I hover around 62fps which is WAY too low for my specs so I think something wonky is up for sure. Made my own post about it.
