Xur not giving me an exotic cipher
So I just finished the Exotic Cipher quest (mind you this is my first time doing it), and I finished the activities (21/21). Then I went to xur to get the exotic cipher, I accepted the quest reward, but I never got it in my inventory. I don't own any ciphers but the forsaken one.
