Then why is there so many of them and they are all broken?
It doesn’t “hang out” with the Nine. Oversimplification is a bad idea.
The Dark side directly threatens The Nine remaining sentient. If the Darkness wipes out Sol, The Nine go back to being dumb.
Why on earth would they side with the Darkness??

The Witness does not serve The Winnower. The Gardener and The Winnower are essential fundamental concepts of life and death, with the Vex being the pattern that returns those concepts to nil. The Witness will more likely be siding with the Vex, if anything, given their "enough death, enough life" quote, meaning they're opposed to the very concept of The Gardener and The Winnowers game
-
It’s just piloting it’s fleet around? The Black Fleet that invaded Sol during the Collapse? The same fleet that wiped out the Fallen homeworld? The same Witness that directed the Worm Gods to corrupt the Krill to turn them into Hive, servants of the Winnower? You sure about that? No, they aren’t essential fundamental concepts. The Vex pattern was in the Flower Game, it wasn’t interacting with them. Where did you get this stuff from?
-
You seem to mixing up the will and intentions of the Witness and the Darkness. The light and dark are passive fundamental forces with no inherent good or evil function. The Witness (as stated in the campaign) is not the darkness but uses it to achieve his goals. Think of it this way, the Witness is like a Sith lord using the force as he wills it. The guardians are jedi using the force as they think it should be used to best benefit everyone. If you run through the prophecy dungeon and pay attention to the ending, you'll see that the 9 don't see much difference between the light or dark and will work with either.
-
The Witness serves the Winnower, the originator of Darkness power. The whole goal of the Winnower is to wipe out the cosmos. I see nothing to show the Witness isn’t following that goal. I’ve seen the exact opposite. The Witness wants to further that goal. Didn’t it say as much? The Nine rely on sentient life to be aware. Wiping out life kinda works against The Nines interests as long as they are reliant on sentient life. So like I said, it makes no sense for them to entertain the minions of the Winnower. The Nine may know that Dark power is just a tool but to say that acknowledging that means they can be chummy with the Witness is mistakenly conflating two separate things.
-
The winnower/darkness is a fundamental force that neither good nor evil. Same for the gardener/light. The gardener plants life and the winnower reaps whatever life is not successful enough to continue. Just because one force brings death doesn't make it bad, since death is a necessary for life to propagate. The Witness, likely witnessed these 2 fundamental forces in the garden and wish to become a fundamental force just like them. Since the Gardener left and ran away from the Winnower. The Witness likely learned how to wield the darkness by watching it. So the Witness uses darkness but is not the darkness and doesn't carry out it will. Just like guardians wield the light but don't know it's will. The 9 recognize that the light and dark are fundamental forces and not good or evil. They also wish to use their power to free themselves and gain true sentiency and a physical form.
-
The Gardner made the law of paracausal power, the Winnower disagreed and fought her. This is what created the universe. They made their respective powers to reflect their philosophy. Dark and Light are not fundamental forces. They manipulate them. Paracausal power, in its raw form, is a cosmic law. The whole point of Unveiling was to make this distinction. This is how paracausal power continues to exist after the Dark and Light Saga. No, the Witness is carrying out the Winnowers will. What other game and pieces was the Witness referring to besides the Wager between the two deities? The Nine can’t use Dark or Light paracausal power yet to try and free themselves. So aligning with the Witness, who is trying to wipe out life in Sol which is the only thing keeping them sentient? It makes zero sense.
-
Also the 9 can't use their parracausal powers, but they want to. This is why they have taken such an interest in guardians. That's also why they experimented with both the light and dark. The prophecy dungeon is purely the 9 telling us that light and dark as different sides of the same coin.
-
They can use them. That’s how they made Xur, the Emissary and their Unknown Space. They just can’t use it in the material plane. That’s why they want Dark or Light. Dark power is just power. The user and their intent is what matters. Which is what I’ve said. The Witness is trying to kill the very thing that makes them sentient. So saying they are aligning with the Witness makes no sense. They don’t need to go to the Witness to try and learn how to use Dark power. Guardians could help them.
-
<Uh, the Nine absolutely did NOT make Xur. They can't make new life whatsoever, and Xur seems to fit that bill due to the radical alteration from what he was before. Not to mention, his creation was reportedly similar to the Awoken... and he's hurt by Light.>
-
<Xur suggests a radical change, not what Orin had going on. Orin seems like a slight change, whereas it's suggested that Xur is reassembled human parts at least and multiple people merged into one being at most. The process of his creation is more complicated. Him being hurt by Light is an important note. The only things that feel adversity to Light are those of the Dark. Non-Lightbearer Awoken (at least) feel uncomfortable near sources of Light, for example. For a being to be HURT by Light actively? That says something. If only the other Jovians would step out of the gate so that we could test how they react to Darkness... Or if they'd update Xur's dialogue.>
-
More extreme, sure. More complicated, cool. What does it mean? We can’t say. Awoken are made from Dark and Light. So being hurt by Light is something that Light affected beings also experience. I don’t see where there is enough information to make those judgments you made.

The Witness just uses the powers of the darkness, which is why in the campaign they say, "the Witness is not the darkness but wears it." It doesn't mean he is following the will of the darkness. This is apparent by the fact that the Witness says, "Enough life, Enough death." In other words, he wants to remove the gardener and winnower from the equation. My theory is he plans on creating his own pocket universe using the powers of the light and dark. This way he will be the only fundamental force in his universe. This is why he developed the ability to take planets and creatures.
