Bungie does not know if it is gone. They don't have access to account details held by your platform's providers. All Bungie knows is that you are trying to bypass the security they have in place to protect people's accounts. For all anyone knows you could be someone up to no good trying to ruin someone else's account. So you need to prove 110% that the account is yours using the system Bungie has in place. If you can not use that system then Bungie can not be sure you are the true owner so rightfully refuses to let you do what you want.

As I said Bungie does not have access to your account details from your provider which is why they use the authentication system. They can not take your word for it either as these forums have proven people lie all the time to try and get what they want. This is a simple case of that account security not only for you but ALL players comes first over what you want. Which is how it should be.

How can they verify what you say? They don't have access to any account details. You can provide name, email address and anything you want about your account but Bungie can not check that the details are correct when they can not go to the platform providers and ask them. It is against just down to your word as far as Bungie is concerned and as I said people lie all the time on these forums.

If you cannot authenticate to the account, then you will be unable to enable/disable Cross-Save, and you will be unable to unlink the account. If you are unable to recover the account, then your Bungie.net profile is stuck as-is and your XBL ID will not be able to be used in a Cross-Save with a different PSN ID. It's unfortunate that you chose to delete an account without unlinking it first, but there's nothing that will be done if you cannot recover the account.
