Power level just feels like an entry number into content with difficulty handling the outcome of the content itself.
If power leveling is going to be reset and capped when entering into a new season, why not use the Battle Pass numeric system instead.
This cuts the need for an additional system to dictate how you should entertain the content you desire to enter. One numeric value align with a difficulty spectrum that rewards you for your effort.
The power leveling has no reward factor tied into it because it is being handled by the difficulty system overall.
Difficulty determine the outcome for the content and the rewards within it.
Plus the power leveling doesn’t provide you with the power for your effort when you entertain lower end content but makes the game extremely more difficult when you are lower level.
Why should players grind effortlessly throughout a season just to get neutered during and after a season is completed??
Use the Battle Pass as the numeric value players seek for a grind while rewarding them as they face difficulty within content.
Battle pass should be prestige based for rewards so players can have something to further the grind for when the game becomes stale.
Prestige rewards would be more rewards within playlist, OG sunset raid loot, OG TOT9 loot, materials, ornaments, exotics, seasonal and non armor or weapons with additional slots or perks and mementos.
Similiar to how the artifact is structure with what mods you can use, it can open up content as you level up the Battle Pass.
Level 5: You gain access to Hero
Level 10: You gain access to Legend
Level 15: Master
Level 20: Grandmaster
Level 25: Double Rewards
Level 30: Additional Armor Mod Slots
Level 35: Additional Weapon Mod Slots
Level 40: Increase materials
Remove the bounty and XP farm and make it natural to gain leveling via a grind determined by the player.
The more you entertain a playlist or activity, the higher your experience gain.
Social space vendors should grant rewards via bounties with:
Bright Dust, Spoils, Strange Coins, Legendary Armor or Weapon.
Planetary vendors or non tower related vendors should have similar structure but should have side quests instead of bounties with rewards such as:
Materials, Legendary Armor or Weapon, XP, Strange Coins, Spoils and Exotics.
A ritual weapon should be tied to each planet and playlist.
Moon: Trace Rifle
Nessus: SMG
DOE: Shotgun
Dungeons: Any Trials of the Nine or OG RAID loot
EDZ: Machine Gun
Cosmodrome: Linear Fusion Rifle
Dreaming City: Fusion Rifle
Vanguard: Scout Rifle
Crucible: Sidearm
Gambit: Sword
Trials and Comp: D1 Trials content/D2 TOTN weapons and major seasonal content
IB: Young Wolf’s Howl/ Any D1 IB content and major seasonal content.
Too much content between collections and D1 not being used.
Bungie has already made it a concept to bring back D1 content so just embrace the idea.
D2 Collections needs to be a storage for previous loot and the loot in it currently needs to be loot implemented into the game.
One ritual weapon for all tower vendors is a lazy design considering how much goes into Eververse for new seasons or live events and what Collections and D1 collectively holds.

Not a bad solution, but it could very easily become extremely grindy, or extremely easy and pointless. Locking people out of content works now with light/artifact leveling because it’s fairly easy to reach at least the bottom wrung. I like that you thought about this, but it’d do the same thing as the minimum power requirements we have right now. I really like the location specific weapons. I think adding one per year to those locations that you can grind through just participating would be great. Maybe give their respective vendors a weekly bounty to just do sh!t on the destination that drops a roll. And make the perk pools more limited so we’re not grinding forever. (6 perks per column maybe). Young Wolf’s howl as an IB exotic quest is awesome and hopefully it comes back along side the IB vendor changes next season. Bounties providing more materials I’d agree with, strange coins need to be playlist completion rewards, legendary weapons already have very common drop rates and I don’t think need to be handing them out like crazy when time could be spent elsewhere. All in all. Not bad ideas. I don’t really agree with the leveling up changes, but I’m always going to agree with more loot to chase and giving players to do more planetary focused things.

I doubt Bungie has any intention of changing that. If anything, Bungie should make it mandatory for players to do endgame content in order to hit the pinnacle cap. Bring back “Forever 29.”
