Is the issue only on the Windows Store version of D2? In other words, if you log into your PSN account on a Playstation do you see your three characters? And if you log into D2 on Steam do you see your three characters? Or is your PC issue with the Steam version and not the Microsoft Store version?

If the incorrect set of characters has been set as the active Cross-Save players will need to disable Cross-Save, wait the full 90 day deactivation period, and re-enable Cross-Save with the correct account set as active.
