Hi there. According to the API, you chose your Steam characters to be the active set you would Cross Save to your other linked accounts. If that was intentional and you're not seeing them when you log in on PS5 or Xbox, that would indicate you're logging into different accounts than the two you have linked to your profile.
If the mobile app is also showing you different characters on your Bungie profile, that too means you are signing in and viewing with a different account.

Im still confused because it’s my only bungle.net account I linked to steam, xbox, ps5 but even with that being made sure I linked it to the right PlayStation account.
(On the app it even says it’s linked but they are just not the characters. One warlock.
None of your game data is tied to your bungie.net account. All your game data is tied to your platform (xbox, PlayStation, etc.) account. You connect those platform accounts to your bungie.net account so that you can see your game data here on the site/app.
When you enable cross save, you choose the game data from one platform to be accessible on all your linked platforms. From the sound of things, you eanted to use your PlayStation data, but you chose Steam instead.
The only way to fix this is to turn off cross save, which will make your PlayStation data available on PlayStation again. After 90 days, you will be able to turn cross save on again, and choose the correct platform account at that time.
