You need to contact Steam and regain access to your old account. That's the only way your getting this problem resolved.

If they give you a pretty quick no again, ask that you case be review by t2, a supervisor, or maybe an ownership team. IDK how Steam's support is structured but they have more then just the front line guys. I am not saying go full Karen and start screaming manager, be respectful, its gonna get you a lot further with their support teams.

Yeah fresh start. Bungie does not move characters or merge accounts. You might quote some info from the "Destiny 2: Cross Save Guide" that Ishikusui provided to "prove" to Steam that its Bungie isn't going to get involved.
