New Light Quest is Bugged.
In the mission Cold Boot, there is a way point that does not process preventing you from progressing you through the new light quest line. Even if you go to the array and scan with your ghost, the enemies don't spawn if the waypoint does not progress to the end of the mission.

Hey, Try running the opposite direction (back the way you came) in the mission and the voice line then may appear and you should be good to go (you can also repeat this step a few times for good measure), also try looking for any enemies that are hiding throughout the mission. If none of those work try some of these general troubleshooting steps. 1. Leave the quest and then start it up again. 2. Restart the game and see if that fixes it. 3. Abandon the quest and pick it back up at the lost quest kiosk in the tower. Best of luck!
